The University President directs, through various administrators and
officers, the emergency activities of all University offices and Departments.
A. The Emergency Management Organization (EMO) of the University will
function with the following chain of authority
1. University President (or Designee)
2. Provost
3. Vice President for Administration and Finance
4. Vice President for Student Affairs
5. Executive Assistant to the President
6. Vice President for Research and Development
7. University Legal Counsel
B. The Emergency Management Organization (EMO) consists of the President
and Executive Officers and the Emergency Management Group on Chart A.
The President will indicate the chosen location for an Emergency Operations
Center (EOC) from the sites listed in Procedures, section D.
C. The EMO assures:
1. A single comprehensive approach to disaster or emergency response
and recovery services;
2. The means to organize day-to-day University operations to cope with
emergency situations and disasters;
3. An Emergency Operations Center during a state of emergency; and
4. Timely and accurate information to students, parents, faculty, staff,
and families during an emergency and an appropriate response to their
physical and emotional needs.
D. The Director of Public Safety has the responsibility to notify the
President in the event
of the occurrence or imminent threat of an emergency situation or disaster.
E. Upon receiving notice of the occurrence or threat of an emergency
situation or disaster, the President will declare a state of emergency
and activate the Emergency Management Organization; and will suspend the
state of emergency at the appropriate time.
F. University Relations will establish a Public Information Center to
coordinate dissemination of information; the Information Technology organization
will provide necessary infrastructure and other appropriate communication
facilities in support.
G. In some situations, University response efforts may require City,
County, and State agency involvement at the request of the President.

I. The President’s declaration of a state of emergency –
or such a declaration by the Governor or President of the United States
– requires application of relevant portions of The University of
Montana-Missoula Emergency Operations Plan.
J. The Director of Public Safety has the responsibility for the Emergency
Operations Plan, as approved by the President, and will make copies available
to all administrators with emergency responsibilities. (See Plan revision
procedure below.)
