Whereas, Montana Tech of The University of Montana in Butte currently has its internet routed to The University of Montana - Missoula (UM) and then to its final destination;
Whereas, The University of Montana - Western in Dillon also provides the internet by running it through the UM campus;
Whereas, the College of Technology in Missoula (COT) also has the internet run though the UM;
Whereas, the UM and Montana Tech have not been able to provide the needed speed required by the students, faculty, and staff using the internet;
Whereas, Montana Tech’s internet is operating at a crawling speed at best, and web pages are regularly dropped due to the fact that the web page could not be uploaded or downloaded in time;
Whereas, Montana Tech has video conferences with people in Saudi Arabia, which is slowing down the internet for UM and Western;
Whereas, UM has more people using the internet than Montana Tech or Western and therefore slows the internet for Montana Tech and Western;
Whereas, it would be best and most efficient for each college and university to provide their own internet connection without being routed through the UM campus;
Therefore, Let It Be Resolved that ASUM encourage each school to provide their own internet connection and not run every campus through the UM campus.
Therefore, Let It Be Further Resolved that ASUM would consider The COT an exception due to the COT’s proximity to the UM campus to save on funds. ASUM would not encourage this if it is cheaper to have the COT provide its own internet connection.
Therefore, Let It Be Further Resolved that after ASUM votes on this resolution, upheld or not, that a copy be sent to Montana Tech and Western’s student body government asking them to take up this issue as well.

Whereas, The University of Montana Department of Athletics has proposed an expansion of 2000 seats on the east side of Washington-Grizzly Stadium, to cost approximately $5 million;
Whereas, this project would begin construction after the Fall 2007 football season, to be completed for the Fall 2008 season;
Whereas, Athletics is fundraising from a variety of sources to keep the fee increase as small as possible;
Whereas, the Bookstore and University Dining Services will be making contributions to the project because of increased business they receive due to Athletics;
Whereas, Athletics is proposing a Student Athletics Fee increase of $10 per semester for fee-paying students, that will sunset in five years;
Whereas, the graduating class of Spring 2008 will not have to pay the fee because the project will not be completed for their use by the time they graduate;
Whereas, students will receive 750 of the 2000 new seats, or 37.5% of the expansion;
Whereas, the funds generated from the temporary student fee increase are estimated at $1.04 million, or 20.8% of the estimated total cost;
Whereas, the $4.00 ticket fee charged to students attending the games will terminate after the 2006 season as part of this arrangement;
Whereas, after this expansion is paid for, Athletics will be working towards becoming self-sustaining;
Therefore, Let It Be Resolved, that the Associated Students of The University of Montana (ASUM) stands in support of the proposed 2000 seat addition to Washington-Grizzly Stadium.
Let It Be Further Resolved, that ASUM approves a fee increase of $10 per semester, with the graduating class of 2008 not paying, to sunset in five years, in order to help fund the proposed expansion and increased student seating.

WHEREAS, ASUM Transportation started as a demonstration project to introduce and promote transportation options to the campus community and has been considerably successful at that goal;
WHEREAS, ridership has increased on the ASUM Office of Transportation (ASUMOT) Park-N-Ride service from 3,860 riders during the 1999-2000 school year to a projected 260,000 during the 2006-2007 school year;
WHEREAS, ASUMOT expanded in Spring of 2003 to include a late-night shuttle service called UDASH, which provides over 15,700 rides per academic year;
WHEREAS, in 2005 ASUMOT added a second Park-N-Ride route to East Broadway, on which ridership has tripled in the last year;
WHEREAS, the cost per ride on ASUMOT's Park-N-Ride is $0.53, which is far less than 25% of the national average of $2.19 per ride;
WHEREAS, ASUMOT promotes bicycling, works on infrastructure projects to make sure that bicyclists are considered and prioritized, develops bike maps, works to improve parking for cyclists, and developed the new Bike Ambassador Program which teaches and promotes safe and responsible bicycling habits;
WHEREAS, promoting and providing transportation options saves students money that directly helps them stay in school and invest in the local economy;
WHEREAS, the cost of operating ASUMOT services is steadily increasing with the cost of fuel, equipment maintenance and labor;
WHEREAS, ASUMOT is currently funded as if it were still a demonstration project, even though the services it provides have expanded greatly since its inception;
WHEREAS, to continue to operate and provide a safe and sustainable service, ASUMOT funding must increase;
THEREFORE, LET IT BE RESOLVED that the Senate of The Associated Students of The University of Montana (ASUM) supports an eight dollar ($8) fee increase for ASUM Transportation and a two dollar ($2) increase for UDASH to fund these services properly.
LET IT FURTHER BE RESOLVED that ASUMOT will then allocate a substantial portion of their budget to upgrading equipment with better access, hiring a Park-N-Ride Road supervisor, and adding a COT shuttle route. ASUMOT will also allocate a substantive increase to bike facility/parking funds and bus fuel funds to continue to provide quality service at the lowest possible cost to students.
LET IT FURTHER BE RESOLVED that the ASUM Senate will submit this proposal to a student referendum in April 2007.

ASUM Transportation Fee
The ASUM Office of Transportation promotes and provides transportation options to the University community. One program, the UM Park n Ride, gives over a quarter million rides annually, despite using 11-22 year-old buses. This alleviates congestion, improves air quality and reduces parking demand on campus. An $8 per semester increase to the Transportation Fee is necessary to continue service. It will provide new buses, better staffing, bus service to the College of Technology, additional bike parking, wage increases for student employees and will cover the rising cost of fuel.

Whereas, the Montana Department of Transportation (MDT), in partnership with The University of Montana and the City of Missoula, has been working on a reconstruction project for the intersections of Arthur and 5th and 6th streets;
Whereas, the original plans put forward by MDT would have turned the intersection at Arthur and 5th Street into a Reserve Street-size intersection by making it 100 feet wide;
Whereas, MDT's original plans met with strong student and community opposition for its public process, size, lack of safety for pedestrians and bicyclists, and amount of land taken to build the project;
Whereas, in April of 2006, the Associated Students of The University of Montana opposed MDT's preferred alternative construction plans (SB 54, 05-06), citing specifically the lack of pedestrian and bicyclist safety and the large nature of the project;
Whereas, MDT's environmental assessment received much opposition from the community and students;
Whereas, The University of Montana has altered MDT's plan to address student and community concerns;
Whereas, the revised plan reduces the project by 20 feet, removes one north-bound lane of traffic, and one turning lane between 5th and 6th streets, and adds additional lighting and pedestrian amenities;
Whereas, the revised plan also makes Madison a two-way street at the end of lot P, which will reduce confusion for visitors traveling to campus;
Whereas, the revised plan also saves land in Rankin Park;
Whereas, the University's revised plan is endorsed by the ASUM Transportation Board;
Therefore, Let It Be Resolved that the Associated Students of The University of Montana support the University's revised plan.
Therefore, Let It Be Further Resolved that ASUM requests that UM and the ASUM Office of Transportation work with community members to explain the benefits of the revised project.

Whereas, The UM dorm room internet has not been keeping up with the demanded speed due to more personal computers and bigger downloads by students;
Whereas, when Montana Tech's internet is slow it adversely affects UM, and vise versa, due to being on the same network;
Whereas, the current cost to provide the current internet speed of 45 megabytes is $88,000.00, and the proposed internet speed of 90 megabytes would cost around $110,000.00.
Therefore, Let It Be Resolved that ASUM would encourage Residence Life to accept the proposed increase in the dorm room network from 45 megabytes to 90 megabytes as soon as possible.
Therefore, Let It Be Further Resolved that ASUM would encourage Residence Life to inquire into expanding the bandwidth when the dorm room internet bandwidth reaches 50 to 75% and be ready in case the bandwidth reaches 75 to 100%.
Therefore, Let It Be Further Resolved that ASUM understands that the cost of the internet speed is split between all the universities and would encourage that the increased cost be handled the same way.
Therefore, Let It Be Further Resolved that after ASUM votes on this resolution a copy be sent to Montana Tech and Western's student body government asking them to take up this issue as well.

Whereas, the language of Montana Board of Regents Policy 302b and 302c already addresses issues concerning professors' subject matter and composure in university-related settings, while protecting their private rights guaranteed under the First Amendment of the United States Constitution;
Whereas, The University of Montana embraces intellectual diversity as one of the centerpieces of higher education, and as such there are mechanisms in place to safeguard intellectual diversity, protect a student's academic freedom, and provide for a process to air grievances;
Whereas, students would prefer that the Montana legislature would continue its hard work addressing financial issues facing higher education;
Whereas, university students are capable of distinguishing the difference between fact and opinion;
Whereas, students, professors, deans, administrators and academic departments within the Montana University System are aware of what constitutes topical and appropriate discussions and curriculum content in a classroom setting;
Therefore, Let It Be Resolved that the Associated Students of The University of Montana oppose HB 525.
Therefore, Let It Further Be Resolved that a copy of this resolution be sent to the House Education Committee, with a request that it be entered into the record.

Whereas, ASUM Election Bylaws are outdated and need to be updated;
Whereas, ASUM Election Bylaws are vague and need to be made more specific in nature so that elections run smoothly and without major difficulties;
Whereas, the ASUM Senate should not be changing ASUM Election Bylaws around ASUM Elections in the spring of each year to correct problems that are correctable earlier;
Whereas, the allotted expenditure amounts for the President-Vice President teams, Business Manager candidates and Senate candidates are equal when the allotted expenditure should represent the level of office being sought;
Whereas, ASUM reimbursement for election expenditures is a policy that is sparsely used;
Therefore, Let It Be Resolved that the ASUM Senate updates and amends the following Bylaws in the following ways;
Section 2. Campaigning:
A. Campaigning, with the exception of primary petition signing, is defined as any activity which promotes the candidacy of one or more individuals for an office. This includes, but it is not necessarily limited to, scheduling appearances, the buying of votes with money, gifts, or alcohol, posting or publishing advertisements, holding a charity event such as a concert, rally or other social gathering, distributing literature, or lobbying a voter.
H. Campaign expenditures, including donations, by each candidate or write-in candidate shall be limited to these amounts:
1. President-Vice president team: The maximum expenditure allowed is $100 $150, with or without a primary election.
2. Business Manager: The maximum expenditure allowed is $100, with or without a primary election.
3. Senators: The maximum expenditure allowed is $100 $50 $75, with or without a primary election.
4. Candidates may choose to be reimbursed for campaigning expenditures to the amount of $10, dependent upon receipts following the General Elections. Expenditures exceeding $10 will be matched 50% by ASUM. Total ASUM contributions shall not exceed $50 $37.50 for Senate and Business Manager candidates and $75 $50 for President/Vice President candidates. All claimed expenditures for reimbursement must have receipts. Expenditures without receipts will not be matched by ASUM.
I. Each candidate, write-in candidate, candidate team, or party must document expenditures for the Elections Committee and made public by filing an expenditure form, complete with receipts, by 3 p.m. two days prior to the general election. Expenditure forms must be filed even if there are no expenditures. Candidates who do not fulfill these requirements will have their eligibility to run in the general election revoked, and the person succeeding them in rank from the primary election will have their eligibility reinstated.
Let It Be Further Resolved that the ASUM Senate adopt these changes to the Bylaws immediately.

Whereas, the Curry Health Fee funds the operation and range of service offered by Curry Health Center, including medical, dental, counseling, wellness, health enhancement, substance abuse, and sexual assault recovery service;
Whereas, the cost to maintain the current level of service to UM students is constantly rising due to inflation;
Whereas, in order to better serve increasing student demand for existing services, the Curry Health Center must hire certain new positions as outlined in their attached proposal;
Whereas, the Curry Medical Center must frequently update their infrastructure systems to be able to integrate properly with the rest of the medical community;
Whereas, these updates are usually capital expenditures (more than $5,000);
Whereas, $15,000 of the both the FY08 and FY09 budgets will used to build a capital reserve, ideally for the purchase of a digital radiography system (approximately $60,000);
Whereas, the Student Health Advisory Committee (SHAC) has approved the proposed FY08 and FY09 budgets for the Curry Health Center and unanimously endorsed the proposed fee increases for the corresponding years;
Therefore, Let It Be Resolved that the Associated Students of The University of Montana (ASUM) endorses the following Curry Health Fee increases:
Fiscal Year 2007-2008:
Increase the Curry Health Fee (fall/spring semesters) from the current $148.75 to $159.00. This is an increase of 6.9% or $10.25.
Increase the Curry Health Fee (summer semester) from the current $72.00 to $75.00. This is an increase of 4.2% or $3.00.
Fiscal Year 2008-2009:
Increase the Curry Health Fee (fall/spring semesters) from the current $159.00 to $167.00. This is an increase of 5% or $8.00.
Increase the Curry Health Fee (summer semester) from the current $75.00 to $77.00. This is an increase of 2.7% or $2.00.

Whereas, candidates for the Associated Students of The University of Montana (ASUM) office previously had the ability to run under an official, regulated, student slate;
Whereas, candidates now are organizing together in unofficial and unregulated unions;
Whereas, the amount of money that unofficial slates can use puts them at a severe advantage over other candidates who do not organize with other candidates;
Whereas, setting slate expenditures at a base level of $75 ensures that single candidates can form slates without financial discrimination and adding an additional $25 for each additional slate candidate is a fair way to determine slate spending levels;
Whereas, regulating slates brings fairness to ASUM elections and avoids a number of potential questions that may arise from the uncertainty around how to manage candidates organizing together;
Whereas, students often enter into voting being poorly informed about the candidates they have the option of voting for;
Whereas, providing students with a basic background of where a candidate stands on important issues through ballot demarcation will benefit the democratic process;
Whereas, providing a guide to go along with these demarcations will ensure that voters are not confused as to their purpose;
Whereas, by requiring that each candidate be recognized on the ballot with a demarcation following their name ensures that no slate is given any advantage on the ballot;
Therefore, Let It Be Resolved that the following sections of Article V, Sections I and II be amended to read:
Section I, Sub point II:
2. A potential candidate must file a petition with the Elections Committee. Petitions are available from the Elections Committee and must consist of the signatures, printed names, ID numbers, and telephone numbers of at least 50 members registered during Spring Semester of the election. A student political party (slate) may present potential candidates for any or all elective positions upon petition of at least 50 students, registered during Spring Semester of the election, per potential candidate. The names of all potential candidates who are members of slates must be named on the petitions for that slate. Potential candidates for President must run with a potential candidate for Vice President as a single ticket, with a joint petition containing at least 100 signatures.
Section II, Sub point G-3
3. Senators: The maximum expenditure allowed is $75, with or without a primary election. A slate candidate may spend a base amount of $75 with an extra $25 for each additional member of the slate and a maximum amount of $300. This requirement also holds for executive candidates. For example, if a president/vice president candidacy and two Senate candidates formed a slate, their expenditures would be limited to $150. Business Manager candidates or President/Vice President teams running alone are entitled to slate status at their established maximum expenditure level for each position respectively.

H. SB32-06/07 Resolution Supporting Fee Increase for KBGA Student Radio and Sending Proposed Fee Increase to Student Referendum - passed 04/4/07 19Y-2N on a roll call vote
Whereas, the KBGA College Radio Fee is the largest source of income for the station, followed by advertisement underwriting, then phone-in pledges from an annual radiothon;
Whereas, the second largest source of income has decreased significantly due to new FCC guidelines prohibiting underwriting for transitory events (i.e. concerts);
Whereas, the operating costs for KBGA are increasing due to rent increases and equipment rental fee increases;
Whereas, KBGA needs to build its "backup account," used as an equipment reserve fund;
Whereas, the KBGA Radio Board has approved the proposed FY08 budget for KBGA and unanimously endorsed the proposed fee increases;
Therefore, Let It Be Resolved that the ASUM Senate will submit this proposal to a student referendum in April 2007, that shall read as follows:
The KBGA/Student Radio Fee is the only student-run radio station for UM students. KBGA employs 10 students staff members and has over 70 DJs. A $1 per semester fee increase will allow KBGA to raise wages of KBGA's staff members to coincide with the Montana's minimum wage increase build and build it's equipment backup account.

Whereas, 683 college-aged Missoula voters took advantage of the extended registration period, and 72 of them had on-campus addresses;
Whereas, the turnout in the 2006 election was 63%, up from 54% in the previous non-presidential election;
Whereas, during the 2005 legislative session ASUM lobbied on and helped pass the legislation allowing extended registration time;
Therefore, Let It Be Resolved that ASUM opposes HB 281.
Therefore, Let It Further Be Resolved that the ASUM lobbyist and SPA director will work to oppose HB 281.

Whereas, the Montana Kaimin is preparing to expand quality and access to their newspaper and online website;
Whereas, the Montana Kaimin needs assistance to continue their services due to price increases in multiple necessary items;

Whereas, the Montana Kaimin would like to occasionally include color printing to the newspaper;
Whereas, the Montana Kaimin would like to occasionally increase its circulation from approximately 5,000 newspapers per printing to 6,000;
Whereas, the Montana Kaimin's printing costs have increased between $44 and $151 per issue depending on the number of pages, and the costs continue to rise;
Whereas, the Montana Kaimin's staff is currently paid slightly above the minimum wage;
Whereas, other ASUM agencies' staff have seen their pay increase to approximately $0.50 above minimum wage;
Therefore, Let It Be Resolved that the following question be placed before student voters during the 2007 ASUM General Election:
The Montana Kaimin is proposing a $1.00 increase to the Kaimin Fee per semester. Whereas, The University of Montana Department of Modern and Classical Language and Literature's Arabic Language program has seen enrollment constantly on the rise;
Whereas, the Arabic Language program has seen unprecedented growth this year, causing the first year levels to incorporate two sections;
Whereas, Arabic Language is one of the United States Department of State's critical languages;
Whereas, the Arabic Language is one of the most marketable languages in the world;
Whereas, students at The University of Montana would greatly benefit from the knowledge and potential job opportunities that Arabic Language studies provide;
Whereas, an Arabic Language Studies minor would further The University of Montana's promotion and encouragement of diversity;
Whereas, the Arabic Language program at The University of Montana offers 33 credit hours of instruction, which is traditionally enough for a language studies minor;
Therefore let it be resolved that the Associated Students of the University of Montana (ASUM) encourages the formation of an Arabic Language Studies Minor at The University of Montana.
Let It Be Further Resolved that the ASUM encourages the College of Arts and Sciences, the Academic Standards and Curriculum Review Committee, the Offices of The Provost and The President of The University of Montana, and the Montana State Board of Regents to investigate and support the formation of an Arabic Language Studies minor to be incorporated into the department of Modern and Classical Languages.

Whereas, the activity fee for the Associated Students of The University of Montana funds six agencies and over 65 student groups;
Whereas, the activity fee was last increased in May of 2002 to support the creation of the Off-Campus Renter Center and raise student pay;
Whereas, since 2002, classified staff received pay raises while the employer portion of health insurance and benefits continues to rise;
Whereas, the administrative assessment continues to grow;
Whereas, the new state minimum wage promoted ASUM to increase student rates to compensate for the higher minimum wage;
Whereas, the above listed increases have severely limited the amount of money available for distribution to student groups;
Whereas, healthy operating budgets for students groups ensure diversity and extracurricular activities on campus;
Whereas, this diversity and extracurricular opportunity benefit all students.
Therefore, Let It Be Resolved that the Associated Students of The University of Montana asks for a fee increase from $30 to $32 per semester to the ASUM Activity Fee;
Let It Be Further Resolved that this issue will be put on the ballot of the general election on April 25 -26;
Let It Be Further Resolved that the ballot wording shall read:
The ASUM Activity Fee funds over 65 student groups, provides low-cost or free childcare, entertainment, rental advice, academic dispute resolution, and legal counsel, and provides opportunities for students to become politically active. Increasing costs associated with classified and student staff has decreased the amount of money available for student groups. A $2 per semester fee increase will allow ASUM to continue funding students groups at an appropriate level while maintaining current services.

Whereas, The University of Montana plays a prominent role in the community;
Whereas, UM students frequent many local businesses;
Whereas, UM students should not be discriminated against based on age, ethnicity, gender, race, religion, nationality, sexual orientation, or disability;
Whereas, a UM student felt discriminated against while trying to purchase food at The Pickle Barrel;
Whereas, without any justifiable reason, the same UM student recently encountered refusal of service at The Pickle Barrel restaurant;
Whereas, an effort by University personnel to resolve the confrontation was unsuccessful, as they were also asked to leave the establishment;
Whereas, a failure of Pickle Barrel owner John Wills to discuss the possibility of mistaken identity, to open a dialogue regarding that issue, or apologize for a wrongdoing to the UM student is completely unacceptable;
Whereas, whether this is an issue of discrimination or not, the failure of a local business to work with students to resolve concerns regarding students is utterly contemptible;
Whereas, Mr. Wills has been quoted in a Missoulian article dated 4/4/07 by B. Cohen as stating "Only one individual was involved, and as far as I'm concerned it happened three weeks ago and it's done and over;"
Whereas, this statement is further evidence that Mr. Wills does not view these events as an important issue regarding the operation of his business;
Whereas, The Pickle Barrel utilizes UMoney through the Griz Card system;
Whereas, any off-campus entity benefiting from University infrastructure should treat all students fairly;
Therefore, Let It Be Resolved that the Associated Students of The University of Montana (ASUM) demand that The Pickle Barrel be removed as a UMoney vendor until they have formally apologized for their treatment of the UM student and for at least one year.
Let It Be Further Resolved that the ASUM encourages students to cease doing business with The Pickle Barrel until this issue has been resolved.
Let It Be Further Resolved that a copy of this resolution be sent to all involved parties.

Whereas, the Associated Students of The University of Montana Office of Transportation (ASUM OT) Park-N-Ride service started in 1999 as a demonstration and education project;
Whereas, the ASUM OT fee has always been held as low as possible to ensure student buy-in;
Whereas, limited funds required ASUM OT to purchase used equipment;
Whereas, used equipment costs more to maintain;
Whereas, ASUM Transportation has struggled to maintain accessibility on the Park-N-Ride and UDASH buses during this academic year;
Whereas, President Dennison and Executive Vice President Foley agreed to fund two major repairs costing nearly $15,000;
Therefore, Let It Be Resolved that the Associated Students of The University of Montana thank President Dennison and Executive Vice President Foley.

Whereas, CutBank Literary Magazine is a longstanding production of The University of Montana;
Whereas, the CutBank production has become well-established in the world of Western Literature;
Whereas, CutBank enhances The University of Montana academic environment and lends prestige to our institution;
Whereas, for many years costs associated with production have been primarily funded by the Associated Students of The University of Montana (ASUM);
Whereas, ASUM allocated CutBank $1,000 during 2007 final budgeting;
Whereas, printing costs for one issue of CutBank exceeds $7,000.00;
Therefore, Let It Be Resolved that the ASUM encourage the UofM President's Office, Provost's Office, Division of Student Affairs, the College of Arts and Sciences, and the Department of English to provide financial support for the 2007-2008 Cutbank to ensure the continuation of this worthwhile endeavor.

Whereas, The University of Montana is home to the ROTC-Army program, which allows students to train to become officers in the United States Army;
Whereas, the ROTC program requires that participants who receive scholarships serve in the United States Army following their graduation for three to four years;
Whereas, the ROTC program currently has approximately 80 participants, of which nearly 70% are currently enlisted and 25% have already been deployed;
Whereas, The University of Montana campus is home to one of the strongest and largest ROTC programs in the country, therefore meaning that our students make up a solid contingency of the Montana troops serving in the United States Army;
Whereas, a number of non-ROTC UM students enlist in various branches of the Armed Services at full and part time capacities;
Whereas, throughout the war in Iraq, Montana has made the highest troop contribution out of any state per capita;
Whereas, as ASUM Senators and Executives we value the lives and wellbeing of our fellow students and strive to make changes on and off campus to improve those lives;
Whereas, as of January 14, 2007, there have been 14 Montana soldiers killed in the war in Iraq;
Whereas, Iraq continues to be a dangerous area for our Montana troops with causalities nearly every day;
Whereas, Rep. Dennis Rehberg voted for an amendment to the bill asking for additional war funds that would strip language restricting the use of troops who are not properly trained or equipped with adequate body or vehicle armor;
Whereas, this vote shows a blatant disregard for the troops who are putting their lives on the line daily in Iraq and Afghanistan;
Whereas, ASUM recognizes that UM students are fighting in difficult conditions and should have all the training and tools necessary to keep them as safe as the possible in a war environment;
Therefore, Let It Be Resolved that ASUM strongly opposes Rep. Rehberg's vote to send Montana student soldiers to war without proper training or equipment and urge him to vote in the future to keep our soldiers safe and adequately prepared for war.
Therefore, Let It Be Further Resolved that a copy of this resolution be sent to Rep. Rehberg's Washington D.C. office.

Whereas, The University of Montana Dining Services is an entity of the Department of Student Affairs;
Whereas, ASUM annually meets with three entities of the Department of Student Affairs - the Curry Health Center, Campus Recreation Center, and the University Center - to discuss proposed fee increases and to be updated on the departmental changes;
Whereas, currently the only oversight ASUM has over the University of Montana Dining Services is if the ASUM Executives request an annual meeting with the Director;
Whereas, the ASUM Senate may or may not be informed of the content of the meeting with the ASUM Executives and the Director of UM Dining Services;
Whereas, ASUM needs to know about proposed changes in the UM Meal Plan price and other departmental changes in order to keep students informed about the fee increases around campus;
Therefore, Let It Be Resolved that the ASUM Senate request an annual meeting with the Director of UM Dining Services to be informed about UM Meal Plan price changes and to be updated on the state of the department.

Whereas, The University of Montana is an institution of higher education committed to educating students to be "informed, ethical, and engaged citizens of local and global communities";
Whereas, The Associated Students of The University of Montana have shown a strong commitment to securing just wages through our innovative implementation of wage scales set above minimum wage, setting a higher standard among other employers at UM, as well as our resolution endorsing I-151 and joining the Raise Montana Coalition;
Whereas, the starting wage for janitors at The University of Montana is $3,000 less than 2006 Federal Poverty Guidelines for a family of four, as determined by The US Department of Health and Human Services;
Whereas, a family of three fares only marginally better at just $400 over the federal poverty limit;
Whereas, anyone working a fulltime job deserves to be making a wage that is at the very least above the federal poverty limit;
Whereas, janitors at The University of Montana currently make a starting wage that is $1,500 less than their counterparts at Montana State University, despite a similar cost of living;
Whereas, UM already experiences difficulty retaining janitors on staff, and with numerous buildings set to break ground or open their doors, employee retention will only become more of a concern;
Therefore, Let It Be Resolved that the Associated Students of The University of Montana support and endorse Forward Montana's Just Wages for UM Janitors campaign to raise janitor wages at The University of Montana to at least the same level as Montana State University's.

Whereas, the Publications Board is charged with selecting the Editor and Business Manager for UM Student Publications;
Whereas, there are currently no representatives on the Board from any of these student publications;
Whereas, these groups should be members of the Publications Board to ensure that the voice of student publications is represented in all board decisions;
Whereas, having representatives of each of these student publications will increase communication and awareness between ASUM and their organizations;
Therefore, Let It Be Resolved that the ASUM Bylaws, Article IV - Section 8 be amended to read:
Section 8. Publications Board:
A. The Publications Board will consist of seven voting members, chaired by the ASUM Business Manager. The Pub Board will include one ASUM Senator and one student-at-large position, the Kaimin Editor and Business Manager, Cutbank Editor, Camas Editor, and Faculty Advisor, and a Business School faculty member appointed by the Dean of the Business School, who will be voting members of the Board. The ASUM Office Accountant shall serve as an ex-officio, non-voting member on the Publications Board.
B. The Board shall be responsible for appointing the Editor and Business Manager of the Montana Kaimin. Additionally, the Board shall appoint the Editor and Business Manager of Cutbank and any other ASUM-funded student publications.
C. The Board shall oversee the general operations of ASUM-funded publications, without infringing on First Amendment rights.
D. The Publications Board, upon request to the Montana Kaimin Business Manager, shall review the financial budget(s) of the Montana Kaimin operations. The Publications Board shall conduct a financial review at least once a month during the academic year.

Whereas, the Missoula Community Performing Arts Center would provide a unique venue not currently available in Missoula;
Whereas, such a venue would provide students at The University of Montana an invaluable cultural resource;
Whereas, such a venue would enhance the collegiate experience of students at The University of Montana in Missoula;
Whereas, such a venue would create opportunity for students graduating in relevant fields;
Whereas, the City of Missoula has requested the Community Performing Arts Center demonstrate adequate support by the end of August 2007;
Whereas, the Missoula Community Performing Arts Center is petitioning for support;
Whereas, it is in the interest of The University of Montana and ASUM to support the development of the Missoula Community Performing Arts Center;
Therefore, Let It Be Resolved that ASUM strongly endorses the development of the Missoula Community Performing Art Center.

Whereas, currently students must pay a $100.00 repeat fee to the University for every class that a student retakes in order to remove the previous grade from the student's cumulative Grade Point Average (GPA) calculation;
Whereas, the more classes a student enrolls in, the more potential tuition revenue can be realized by The University of Montana;
Whereas, the Academic Standards and Curriculum Review Committee (ASCRC) is strongly considering the removal of the repeattake fee;
Whereas, the ASUM recognizes and appreciates ASCRC's work on investigating this issue thus far;
Whereas, the current policy is unfairvorably biased towards higher income students;
Therefore, Let It Be Resolved that ASUM encourages the removal of the repeat retake fee.
Let It Be Further resolved that the ASUM encourages ASCRC to continue to diligently address any concerns slowing this process and to reach a resolution as soon as possible.

Whereas. the ASUM Senate still recognizes that student group funding is an incredibly important part of ASUM's vision and work for students;
Therefore, Let It Be Resolved that the ASUM Senate will do its best to insure that the 2007-2008 ASUM student groups have as much funding as possible in the 2008 annual budgeting.
Let It Further Be Resolved that a copy of this resolution be sent to all 2007-2008 ASUM-recognized student groups.

Whereas, mandatory monthly UC tabling is required in ASUM Bylaws Article II, Section II but is not reflected in the ASUM Senate weekly agenda;
Whereas, the Vice President's report as currently described in Article II, Section II of ASUM Bylaws is vague and does not accurately reflect all duties of the Vice President;
Whereas, the Vice President, rather than the President, is not in charge of recommending appointments/removals of committee members;
Whereas, monthly tabling at The University of Montana-College of Technology (COT) campus is just as important as tabling at the main campus in order to address student concerns;
Therefore, Let It Be Resolved that the ASUM Senate updates and amends the following Bylaws in the following ways:
ARTICLE II - QUALIFICATIONS AND DUTIES OF OFFICERS
Section 2. Duties: All officers must carry out their duties as listed in the Constitution.
A. President
1. The President shall give a weekly report to the Senate.
2. All chairs and members of committees shall be recommended for appointment by the President and confirmed by the Senate by a two-thirds (2/3) majority vote.
3.2. In case of resignation or removal of any agency director, the President's temporary designee shall assume responsibility for the position until a new director is appointed by a majority vote of the Senate at the next meeting.
B. The Vice President shall give a weekly report to the Senate.

A. The Vice President shall be in charge of finding one Senator to go to KBGA each week.
B. The Vice President shall be in charge of finding a minimum of four (4) Senators monthly to table in the UC and COT, two (2) for each campus.
C. These events shall be reflected on the ASUM Senate agenda weekly and monthly, respectively.
2. All chairs and members of committees shall be recommended for appointment by the President and confirmed by the Senate by a two-thirds (2/3) majority vote.
C. The Business Manager shall give a weekly Budget & Finance report to the Senate.
D. All ASUM Executives and Senators are required to attend an ASUM Seminar to be offered fall semester. The class will be no more than once a week and no longer than two hours per class. If the ASUM class conflicts with a Senator's or Executive's class or work schedule, they will not be required to participate. In addition, Senators and Executives will be required to attend a fall organizational meeting retreat, and an optional spring retreat will also be offered.
E. All ASUM Executives and Senators are required to staff an ASUM table in the UC and the College of Technology (COT) no less than one hour, once a month twice a semester with the purpose of staying in touch with the student body at U of M to address issues of concern. Failure to do so will result in an unexcused absence. ASUM tabling will be overseen by the Relations and Affairs Committee Vice President.
Let It Be Further Resolved that the ASUM Senate adopt these changes to the Bylaws immediately.

Whereas, the proposed policy has pedagogical implications;
Whereas, graduate students should register for credits commensurate with the amount of resources they utilize;
Whereas, the proposed policy may influence graduate students to complete their degree in a timely manner;
Whereas, the proposed policy may influence the attrition rate of graduate students;
Whereas, the Continuous Enrollment Workgroup, a subcommittee of the Graduate Council, has been formed to address the above concerns;
Whereas, graduate student use of University resources while maintaining continuous enrollment is varied, with some ostensibly using the equivalent of, or less than, one credit per semester;
Whereas, a policy lacking systematic and equitable guidelines in determining the number of credits commensurate with resources utilized would be arbitrary and unfair;
Therefore, Let It Be Resolved that ASUM supports the Continuous Enrollment Workgroup's effort to establish pedagogically sound, equitable and systematic guidelines that would accurately take account of students' use of university resources in determining the minimum credit continuous registration requirement.
Therefore, Let It Be Further Resolved that ASUM urges President Dennison to adopt the sub-committee's final recommendation.

Whereas, The University of Montana, through President George Dennison, became a signatory on the "American College and University Presidents' Climate Commitment";
Whereas, the aforementioned pledge will lead the University to climate neutrality,
Whereas, one year after the signing of the document a comprehensive inventory of all greenhouse gas emissions from the University must be completed;
Whereas, the Sustainable Campus Committee has been charged with the implementation of the inventory and is currently short-staffed to carry out a comprehensive and intricate survey;
Whereas, a student internship position would provide the institution with the tools necessary to complete the inventory, while providing educational opportunities for a student;
Therefore, Let It Be Resolved that the Associated Students of The University of Montana applaud President Dennison on his commitment to obtain climate neutrality on the University of Montana Campus.
Let It Further Be Resolved that the ASUM pledges to work with entities on campus to ensure that the PCC is implemented.
Let It Further Be Resolved that the ASUM Senate of 2006-2007 urges the ASUM Senate of 2007-2008 to allocate funds for the creation of a student internship position for the 2007-2008 academic year for the purpose of working with the SCC and ASUM to ensure the successful implementation of the President's Climate Commitment.

Whereas, the Associated Students of The University of Montana passed SB38-06/07 on April 4, 2007, as a response to a UM student's experience at the Pickle Barrel;
Whereas, the University and the Pickle Barrel came together to work through the situation;
Whereas, Abdulaziz Aljama was involved in the negotiations and agreed to the final outcome;
Whereas, ASUM was represented through President Andrea Helling;
Whereas, attached to this resolution is the statement released at the conclusion of the mediations;
Whereas, this statement represents the best opportunity for Mr. Aljama to return to a normal life and put this unfortunate incident behind him;
Therefore, Let It Be Resolved that ASUM withdraws our demand that the University remove the Pickle Barrel from UMoney;
Let It Be Further Resolved that ASUM lift our request for boycott of the Pickle Barrel.

Whereas, Campus Recreation and Sports is part of the Division of Student Affairs;
Whereas, students pay a $95/semester Campus Rec fee to support Campus Recreation;
Whereas, Campus Rec has an advisory board that is university-recognized;
Whereas, this is a similar structure to the University Center Advisory Board;
Whereas, student oversight is an important component to student fee-supported auxiliaries;
Whereas, it is also important to have ASUM oversight, as we are the ones to approve fee increases;
Therefore, Let It Be Resolved that a section be added to Article IV of Bylaws that reads:
Section 21. Campus Recreation and Sports Board
A. Campus Recreation and Sports Board shall consist of 10 members; three members who shall be subject to appointment by the President of the University, each serving three-year rotating terms, and five members who shall be recommended for appointment by the ASUM President, subject to a two-thirds (2/3) vote of the Senate. Of the five Board members appointed by ASUM, two shall be ASUM Senators serving one-year terms. The three student-at-large positions shall serve two-year rotating terms. The Campus Recreation and Sports Director or his/her designee shall serve as an ex-officio non-voting member of the CRS Board. An ASUM Senator shall chair the Committee.
B. A quorum shall normally consist of five members of the Board.
C. The Chair shall act for the Board in its absence, subject to its review.
D. Special meetings may be called by the Chair or by two or more members.
E. Duties and functions of Campus Recreation and Sports Board shall include:
1. Provide advice and oversight about Campus Recreation and Sports policies, activities, and staffing;
2. Annually review, according to the CRS Board Strategic Planning Budget Guidelines, the CRS budgets and fees, including, but not limited to, the Annual Operating Budget, and Auxiliary Capital Fund.
Let It Be Further Resolved that a copy of this resolution be sent to Vice President of Student Affairs Teresa Branch so she can update her committee roster accordingly.

Whereas, the annual cost for a parking decal is $165 ($82.50 per semester);
Whereas, the revenue generated from the decals supports the parking portion of Public Safety;
Whereas, in an effort to minimize the increase, two part-time positions have been eliminated from the parking budget;
Whereas, increasing insurance and benefit costs have impacted the parking budget;
Whereas, a significant increase ($13,000) to the Mountain Line Employers Pass Program contract has also impacted the budget;
Whereas, the increase to the decal price will allow the parking budget to be barely balanced;
Therefore, Let It Be Resolved that ASUM supports a $10 increase to the parking decal price for the 2007-2008 academic year.

SB56-06/07 Resolution Amending ASUM Bylaws, Article IV - Section 8
Whereas, the Publications Board is currently charged with selecting the Editor and Business Manager for ASUM-funded student publications;
Whereas, editorial artistic freedom is crucial to the success of literary publications;
Whereas, the financial solvency is also crucial to the success of any organization, including student publications;
Whereas, some groups receive funding from multiple sources;
Therefore, Let It Be Resolved that the ASUM Bylaws, Article IV - Section 8 be amended to read:
Section 8. Publications Board:
A. The Publications Board will consist of nine voting members, chaired by the ASUM Business Manager. The Pub Board will include one ASUM Senator and one student-at-large position, the Kaimin Editor and Business Manager, Cutbank Editor, Camas Editor, and Faculty Advisor, and a Business School faculty member appointed by the Dean of the Business School, who will be voting members of the Board. The ASUM Office Accountant shall serve as an ex-officio, non-voting member on the Publications Board. A quorum shall consist of six (6) members of the Board.
B. Duties and functions of the Publications Board shall include:
1. Appointing the Editor and Business Manager of the Montana Kaimin.
2. Appointing the Business Manager of any other ASUM-funded student publications and confirming the appointment of the Editor for such publications. The Board shall maintain objectivity throughout this process.
3. Overseeing the general operations of ASUM-funded student publications as needed, without influencing content or style and without infringing on First Amendment rights.
4. Reviewing the financial budget(s) of the Montana Kaimin and other ASUM-funded student publications and conducting periodic financial reviews.
C. The Publications Board shall remain sensitive of other financial stakeholders in each action taken.

Back to TopSB57-06/07 Resolution Regarding ASUM Office of Transportation Loan Payment
Whereas, the ASUM Office of Transportation (ASUMOT) is experiencing extreme budgetary constraints this fiscal year due to unexpected repairs;
Whereas, an accident occurred on Friday, April 20, 2007, involving an ASUMOT bus and a parked car;
Whereas, repairing the bus and covering any liability for the parked car will be expensive for ASUMOT;
Whereas, ASUMOT makes annual payments of $15,165 to ASUM to repay a loan from the Zero-based Carryover Fund;
Whereas, the remaining balance of the loan is approximately $29,901;
Therefore, Let It Be Resolved that the Associated Students of The University of Montana (ASUM) will allow the ASUM Office of Transportation to delay the loan repayment schedule to the Zero-based Carryover Fund for a period of one calendar year.
Let It Further Be Resolved that ASUMOT may, at its option, pay the remaining balance in full during the 2007-08 fiscal year if financially able to do so.

SB58-06/07 Resolution amending Personnel Policy, Item 3.0
WHEREAS, the ASUM Office of Transportation (ASUMOT) is currently not in compliance with ASUM Personnel Policy;
WHEREAS, drivers for ASUMOT need to be alert and aware of their surroundings and drive defensively at all times;
WHEREAS, it is crucial for ASUMOT to provide a competitive wage to attract and retain quality employees, including drivers;
WHEREAS, the prevailing starting wage for bus drivers in the Missoula area is $15.00/hour;
THEREFORE, LET IT BE RESOLVED that the section in Item 3.0 of Personnel Policy regarding the ASUM Office of Transportation be amended as follows:

Student Lead Driver will receive a $0.50/hour raise when promoted to Lead Driver.
LET IT FURTHER BE RESOLVED that all raises except those for drivers will take effect retroactively through January 1, 2007. Wages for drivers will take affect at the beginning of fiscal year 2008.

Whereas, with the exception of Kappa Sigma, all UM fraternities and sororities can post their dues on the tuition bills of the members;
Whereas, Kappa Sigma was recently approved for their charter by their national organization;
Whereas, Kappa Sigma is seeking to become an integral part of the University;
Whereas, allowing Kappa Sigma to post dues on to the tuition bill will help in this effort;
Therefore, Let It Be Resolved that the Associated Students of The University of Montana strongly encourage Business Services to recognize Kappa Sigma as a full member of UM's Greek Community and afford them the same rights to post member dues on their tuition bill as everyone else.
