Read this section if you wish to apply for Montana NSF EPSCoR co-funding of a tenure-track faculty position at The University of Montana.

The largest portion of the UM NSF EPSCoR planned budget will provide salary enhancement and startup for new faculty hires in the sciences. One of the major success stories of Montana’s expanded research and development capacity has been the ability to attract nationally competitive faculty members to The University of Montana. These faculty members have been highly effective in obtaining extramural funding, establishing nationally and internationally recognized programs, and creating a research and education climate that demands excellence and catalyzes further expansion of the University’s research and development capacity.

The UM NSF EPSCoR New Faculty Hire and Startup Program provides financial support in the form of salary, startup (including supplies and equipment), to new faculty candidates that have demonstrated background interests, which match that of the new Biomolecular Structure and Dynamics (BSD) focus area. The UM NSF EPSCoR Faculty Hire and Startup Program seeks to fill at least seven positions during the grant period. Salary and startup packages will vary in range up to $250,000, and the hiring department is expected to contribute significantly to the overall recruitment package. The VP for Research or the Associate VP, following discussion with the candidate, department head, dean of appropriate school and the UM NSF EPSCoR Director, will determine the NSF EPSCoR award amount and its distribution. The table below indicates the proposed hiring plan for the coming three-year period.

NOTE: Faculty hired in this program are NOT ELIGiBLE to apply (as individuals or as collaborators) for any other funding from the 2004-2007 UM NSF EPSCoR program.

NOTES

  1. NSF EPSCoR co-funding is not a guarantee. The NSF EPSCoR program aids the hiring of top-quality candidates in the sciences through salary enhancement and startup co-funding. Not every search and not every applicant is eligible.
  2. The NSF EPSCoR salary and startup co-funding for new faculty hires in the 2004-2007 grant period will vary in range up to $250,000. The VP for Research and/or Associate VP will determine the final award and its distribution. NSF EPSCoR salary and startup enhancements are defined by the following total dollar ranges (assuming the candidate meets all minimum requirements):
    • Accomplished researcher: multiple grants (at least one RO1 and/or NSF)
      and numerous publications - $200,000 to $250,000
    • Proven candidate: good publications and at least one major grant
      (NSF, NIH, EPA, etc.) - $175,000 to $225,000
    • Good candidate: good publications and/or history of funding
      but no active grants or none transferable - $150,000 to $175,000
    • Other: women or minority enhancement - $25,000 to $50,000

  3. Faculty positions that were provided salary enhancements in the 2001-2004 EPSCoR grant will not carry over into the new grant period.
  4. NSF EPSCoR salary enhancements are for tenure-track positions (approved with condition of tenure track also allowable). Recruiting for non tenure-track positions is a less desirable option and will be given lower priority.

GUIDELINES & REQUIRED STEPS

1. The hiring department must take steps to attract applications from qualified women and/or minority candidates during its recruitment process. This will be accomplished through ad placement and wording as well as outreach efforts. The NSF EPSCoR program will provide financial incentives to aid recruiting and retention of these candidates.

2. Candidate must have a PhD degree and at least two years of post-doctoral work or equivalent training beyond the PhD degree. Certain research experiences are acceptable substitutions for post-doctoral training and should be approved by the NSF EPSCoR Director in advance. Departments are advised to include these criteria in their recruiting materials.

3. Candidates must have demonstrated excellence in their field of study as evidenced by the quality/quantity of scientific publications, abstracts and/or presentations, defined research plans, strong letters of recommendation, collaborative interests and extramural funding. The NSF EPSCoR program has no teaching requirement for eligibility. Arrangements for reduced teaching loads are expected.

4. Candidates must have expertise, background or abilities in the area of biomolecular structure and dynamics. Joint appointments bridging departments are sought. Enhancements for other new faculty hires not within the focus area, may be requested, if funding is available.

5. The search committee membership (assigned by department head and dean) must include an NSF EPSCoR appointed outside member (not from the hiring department) that reports to the NSF EPSCoR Director and VP for Research. The outside member must support the candidate forwarded for NSF EPSCoR salary and startup enhancement. The outside member need not be present for initial candidate screening, but must be present when applicant pool has been narrowed to the final selection pool prior to interview.

6. NSF EPSCoR co-funding may not serve as the sole source of salary or startup. Importantly, appropriate office and research/lab space must be arranged before candidate interview to be eligible for NSF EPSCoR co-funding.

7. NSF EPSCoR co-funding is aimed at building science and technology in Montana through the placement of new faculty that are or will become extramurally funded. Applicants that currently hold federal grants are among the most desirable candidates. Any applicant hired without current funding must submit a major grant application (NIH, NSF, etc.) within eighteen months of their start date to avoid penalty.

8. Faculty positions co-funded by NSF EPSCoR must occupy a tenure-track position within 36 months of the contract or appointment or within 24 months of the first NSF EPSCoR payment.

9. NSF EPSCoR salary enhancement may not exceed 50% of the tenure-track line (state requirement) or 50% of non-tenure-track faculty positions. Non-union employees may be supported at higher percentages.

10. NSF EPSCoR startup funds should have broader impact than to promote individual research and should be used in part to leverage more substantive purchases (e.g., instrumentation) and enhance collaboration. NSF EPSCoR co-funding may not be used for lab or office renovations/upgrades or other items excluded by NSF policy.

REQUIRED STEPS

• Identify position vacancy and have position approved for a tenure-track nationwide search.

• Contact Human Resources Director and Affirmative Action Office advising them of opening.

• Have position approved for possible co-funding by NSF EPSCoR Director – complete the NSF EPSCoR New Faculty Hire Pre-Search Authorization application.

• Identify [options for] office and laboratory space.

• Advertise – include pertinent guidelines for NSF EPSCoR (if appropriate).

• Designate search committee (assign NSF EPSCoR outside member). Review files. Define list of top candidates and bring in candidates.

• Interview itinerary (must include appointment with Provost, Dean, Vice President or Associate Vice President for Research and EPSCoR Director). Failure to schedule with key personnel may compromise NSF EPSCoR co-funding.

• Meeting with key personnel for final approval for NSF EPSCoR co-funding.

• Identify candidate and negotiate salary/startup with Office of Sponsored Research. Makeoffer.

• Complete the NSF EPSCoR New Faculty Hire and Startup Negotiation Application.
