III Periodic Review of Centers  (Academic Policy 100.o)
        Senate Recommendation

Montana Cooperative Wildlife Research Unit             April 2003

A. Written Report Summary:

1.   Purpose:  Conduct high quality scientific research, to train graduate students, and to provide management information to cooperators and others.

2.   Objectives: A primary focus is on predator-prey relationships, particularly the effects of nest predation on nesting success of game and non-game birds. Effective management depends on knowing the habitat requirements for successful reproduction and population health. Consequently, many Unit projects examine the effects of habitat conditions and land use on nesting success, clutch size, number of nesting attempts, and survival. Ultimately, success of species is also influenced by biotic interactions with coexisting species, and we examine such community-level effects on population success and habitat use. Landscape-level effects are increasingly recognized as important in management decisions, and a new emphasis at the Unit is on large-scale assessment, analysis, and mapping of vegetation and vertebrate distribution of the region through remote sensing and Geographic Information Systems. Contributions of Unit personnel to graduate education at the University of Montana include teaching graduate courses, serving as advisors of Unit students, and serving on committees of other students.

3.   Activities:  Unit research projects include both basic and applied elements, and research results are interpreted relative to their applied contexts to provide readily available information for managers.

4.   Other organizations involved:  Primary agency involvement remains U.S. Geological Survey and Montana Fish, Wildlife and Parks.  Many other agencies are involved in funding capacity.

5.   Reporting line: Vice President of Research

6.   Relationships with academic units: The Unit continues to advise and support a substantial proportion of UM graduate students in WBIO and OBE Programs.

7.   Similar programs: The Montana Cooperative Fisheries Unit (MSU, USGS, MFWP) operates at Montana State University in Bozeman.

Review in terms of Scope as stated in academic policy 100.0

To provide instruction, scholarship, or service to the University, state or world by:  (1) focusing attention on an area of strength and/or addressing a critical issue, or (2) facilitating collaborative, multi-disciplinary endeavors to combine resources from several programs or institutions to address issues of common interest.

Review in terms of the University’s mission.

§          Comments: Supports UM mission for teaching and research. It is also a niche area.

§          Does ECOS/Faculty Senate consider this center controversial? No

§          Is the relationship with academic units beneficial? Yes. As stated, research assistants, faculty and other researchers benefit from this center.

§          Is the program revenue neutral or does it consume more resources than it generates? If so, is the use of University resources justified? Yes. Grants make up the primary source of funding.

§          Is the entity making progress toward objectives? Yes

Recommendation: Continue support

Justification: No budgetary changes expected-will continue to be dependent upon grants.
