Eugene Boudin (French, 1824-1898) spent most of his life on the Normandy coast. He was influenced by Baudelaire, Courbet, and Monet. He is considered by some to be responsible for the beginnings of impressionism and was the first impressionist who concentrated on painting outdoors.
