General Checklist

The general checklist below is a basic guide to help veterans and dependants through the steps necessary to attend college usine VA educational benefits.  Some steps may not apply to every individual.  The Certificate Of Eligibility (COE) mainly applies to those individuals who are using the Post 9-11 GI Bill.

VONAPP

The VONAPP (Veterans Online Application) website in an official U.S. Department of Veterans Affairs (VA) website that enables service memebers, veterans, and their beneficiaries, and other designated individuals to apply for educational benefits using the internet.

Yellow Ribbon Program

The Post-9/11 Yellow Ribbon program is an agreement between the VA and a participating institution.  This program helps out of state students cover the difference between out of state costs and in state costs.  Only veterans entitled to the maximum benefit rate (based on service requirements) or their designated transferees may receive this funding. Active duty servicemembers and their spouses are not eligible for this program (child transferees of active duty servicemembers may be eligible if the servicemember is qualified at the 100% rate).

Honorable Discharge Waiver

The Montana Honorable Discharged Veteran Tuition Waiver eliminates tuition costs charged to a qualifying student. It does not, however, waive any other charges.

Eligibility

To qualify for the Montana Honorable Discharged Veteran Tuition Waiver, you must meet all of the following:

  1. Have received an Honorable Discharge.
  2. Have at one time qualified for veterans benefits under Title 38 of the U.S. Code but benefits have expired or been exhausted.
  3. Meet one of the following:
    • Served during a time of war as determined by the Attorney General; or
    • Served subsequent to Vietnam and received an Expeditionary Medal for Lebanon, Grenada, or Panama; or
    • Served in combat theater in the Persian Gulf between 8-22-90 and 4-11-91 and received the SW Asia Service Medal.
  4. Be classified as In-State for admissions purposes.

Tutorial Assistance Program

Tutorial assistance helps the student pay for necessary tutoring and is a supplement to the student’s regular education benefit. Tutorial assistance is available if you are receiving VA educational assistance at the half-time or greater rate and have a deficiency in a subject making tutoring necessary.
