The Workforce Innovation and Opportunity Act (WIOA) requires Vocational Rehabilitation agencies to dedicate 15% of their total budgets towards Pre-Employment Transition Services (Pre-ETS). Pre-ETS services include job exploration counseling, work-based learning experiences, workplace readiness, self-advocacy training, and post-secondary education counseling. Many of these services were evaluated as part of the Promise Initiative demonstration projects for transition-aged youth receiving SSI. Research about one of these projects, called Achieving Success by Promoting Readiness for Education and Employment (ASPIRE), focused on rural and American Indian youth with disabilities.
