Includes data dashboards and tools to provide access to state and county-level disability data.

Healthy Community Living

This program provides trainings to organizations and individuals who want to facilitate curriculum-based workshops with community members with disabilities. The suite of workshops explore how health, wellness, and community participation goals can enhance quality of life. Workshop participants learn skills and receive facilitated support to put their goals into action.

The Home Usability Program

A program designed to help support individuals to make usability changes within their home. Centers for Independent Living, consumers and community members work together to make simple but impactful usability improvements in people’s homes.


The Vocational Rehabilitation Self-Employment Guide

An online resource for people with disabilities and VR counselors to assess self-employment readiness and develop a business plan. The guide is self-directed, and can be used by individuals on their own or with the guidance of a counselor or business development mentor.

The Tribal Vocational Rehabilitation Self-Employment Toolkit

An online resource for tribal VR counselors and consumers to assess self-employment readiness and develop a business plan. The toolkit is self-directed, and can be used by individuals on their own or with the guidance of a counselor or business development mentor.

Outcome Measurement Toolkit

A toolkit designed to help Center for Independent Living (CIL) administrators learn practices for measuring, evaluating, and improving outcomes generated by their CIL’s programs. This document is an adaptation of the Outcome Measures for Centers for Independent Living training, created with permission from Independent Living Research Utilization (ILRU).

The Toolkit for Operating a Rural Transportation Voucher Program

Provides a model that describes how to bring together community members and resources to develop and operate a transportation system for people with disabilities in rural areas.

A guide for Centers for Independent Living and others to conduct interactive and engaging workshops to facilitate the development of advocacy skills of emerging Independent Living leaders and youth with disabilities.

Deep Conversations Document

We developed this exercise in response to Rural Disability Leaders’ feedback on hesitancy to have conversations about COVID in their communities. This approach is based on evidence-based research and provides practice exercises for community discussions on difficult topics.
