Procedure for Tobacco Free UM Policy (1019)

Compliance and Awareness
The University of Montana is committed to maintaining a tobacco- and nicotine-free environment through education, awareness, and shared responsibility. Compliance with Policy 1019 is expected of all employees, students, visitors, guests, contractors, and other individuals on University property.
The University will promote awareness of the policy through signage, communications, orientation materials, and educational outreach. Information regarding tobacco and nicotine cessation resources will be made available to students and employees.
Exceptions
Research, Instruction, and Artistic Purposes
The use of tobacco or nicotine products on University property for laboratory instruction, classroom instruction, research activities, or artistic expression may be authorized when such use is necessary to achieve the educational, research, or artistic purpose of the activity.
Requests must be submitted in writing to the appropriate Vice President at least ten (10) business days prior to the proposed activity and must include:
- The purpose and description of the activity;
- Date, time, and location;
- Name of the responsible individual;
- Justification for why tobacco or nicotine use is necessary; and
- Measures that will be taken to minimize exposure to non-participants.
The responsible Vice President may approve, deny, or place conditions on the request after consultation with appropriate University offices as needed.
Ceremonial Use
Ceremonial use of tobacco on University property may be permitted in accordance with UM Policy 1016.
Requests for ceremonial use shall be submitted, reviewed, and approved in accordance with the requirements and approval process established in UM Policy 1016. Any approved ceremonial use must comply with applicable safety requirements and any conditions imposed by the approving authority.
