Responsible Organization Changes in Banner
When a Principal Investigator (PI) transfers from one responsible organization (department or center) to another within the University of Montana, the Banner Grant Module does not allow the responsible organization to be changed. As a result, UM follows the process outlined below since the implementation of Banner in 1999.
Access to Index Codes
The original responsible organization grants the new responsible organization appropriate access to the affected grant index codes, allowing the project to continue uninterrupted. This permission request is submitted the Business Operations & Finance Systems team.
Dynamic F&A Adjustments
Following the implementation of Dynamic Facilities & Administrative (F&A) rates in 2017, the Office of Sponsored Programs (OSP) may update the F&A code in Banner so that the new responsible organization receives the F&A distribution approved by the Vice President for Research & Creative Scholarship (VPRCS).
- If the new responsible organization does not yet have an SPABA index, the index must be established through the VPRCS’s office before the Assistant Director of OSP can assign the updated Dynamic F&A code.
- If there is a delay in establishing the SPABA index, the OSP Grant and Contract Officer (GCO) may process a onetime F&A adjustment effective as of the PI’s transfer date, once the new Dynamic F&A code has been assigned.
Establishing a New Fund/Index for Additional Funding
If additional funding is received for continuation of a project after the PI changes departments, a new fund/index may be established under the Grant using the new department organization.
